Not all roof’s will be ideal for communal spaces sites would have to be carefully chosen to provide the correct levels of privacy.
The structural issues wont be to much of a problem, from my understanding as many of the buildings are designed to add another layer of habitation, also there are different types and weights of green roof.

Layering urban activity is a great idea. How can the roofs be used commonly as gren play grounds & atthe same time provide privacy for the residents on the ground floor. Green roofs will also provide greater insulation for the rooms below. Theremay b esturcutral issues to sustain the additional weight of earth & people occupying the roofs.

Excellent concept. For it's survivial , there must be manner of earning the "buy-in" from both Palestinian & Israeli neighbors. Otherwise the facility ill become just another target for aggression.

Rewind city in Nouadhibou
Off the Florida Keys, ships have been intentionally sunk to create an artificial reef on which coral, aquatic flora & to which sea life is attracted. The "reef" also attracts scuba divers which generates tourism income for the region.
A major concern with this proposal for the Bay of Nauadhibou is the hazardous materials contained in the ships' structure as well as the hazardous cargo that these ships may carry. The ships intentionally sunk off the Florida Keys had all of their environmentally hazardous materials removed prior to their sinking. I strongly suspect that if the Bay of Nauadhibou has been a dumping ground, little hazardous materials cleanup has been done.
There is no reason, however, why these ships could not be cleaned up & the hazardous materials cremoved, reconstituted & sold in order to pay for the proposed project. "One man's garbage is always another man's treasure".
